Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are issued from various governments. Considerable effort is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from Russian territory, a capacity provided through up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from ruin and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the morning news: seven people killed, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, persist.
Political Considerations
It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration operates on a assumption familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until circumstances change in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
