To Which Location Will a European Chemical Plant That Contaminated Drinking Water Move On? To India
The lush green jungle and reddish-brown elevations of Lote, located on India’s western shoreline, give way to a small hill where a factory looms under the open sky.
The factory is largely newly built, but its equipment is far from new: it comes from the former Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 following among the most severe ecological controversies in the nation’s modern record: after decades of producing persistent PFAS compounds, the firm’s leadership was prosecuted for contaminating water sources in an region home to 350,000 residents. In June, previous company leaders were found guilty at the local tribunal of environmental damage and other charges and sentenced to jail, with appeals anticipated.
Understanding PFAS: Toxicity Levels and Exposure Routes
And yet, the entire operational setup, its intellectual property and methods – all required components to manufacture Pfas – is now located at Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, wedged between local communities and wooded areas. And the plant has recently begun to resume PFAS production.
A Toxic Legacy
Previously recognized for its expertise in developing processes for advanced chemicals, Miteni is now infamous for the harmful aftermath it bequeathed. In 2011, researchers found extraordinarily high concentrations of PFAS compounds in the plant’s wastewater. Numerous of inhabitants had been exposed through drinking water.
The most impacted were Miteni’s employees. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, showed one of the highest concentrations of PFAS ever recorded in blood samples. “When the story came to light, I reviewed a list of medical conditions associated with Pfas, and discovered I had them all,” states Ermetti.
High levels of PFAS in the bloodstream are associated with higher chances of malignancies, cardiovascular diseases, liver and kidney damage, reproductive disorders and additional ailments. Ermetti is presently recuperating from a recent surgical operation.
Public Apprehensions
Michela Piccoli, 51, a healthcare worker and campaigner with Mothers Against PFAS, started organizing after discovering her offspring’s blood tests indicated high levels of forever chemicals. When she found out that Miteni’s patents and machinery were being sent to India, she was shocked.
“Being parents, as women, our concern has grown,” she said. “Since our kids are the children of all.”
Business Shift
Following Miteni’s insolvency, its holdings were bought in 2019 by Viva Lifesciences, a subsidiary of the Indian chemical company Laxmi Organic Industries – the sole participant in the open sale. By early 2023, the complete machinery was being shipped en route to Mumbai. At the same time, Laxmi was promoting its recent purchase to shareholders. Transcripts of investor gatherings show that Laxmi’s management downplayed ecological worries, with its chairman, Harshvardhan Goenka, declaring that Miteni was “operating lawfully according to EU regulations”.
Goenka is one of the three men on the board of Laxmi Organic the Italian branch, a entity established in 2021. Also included is Antonio Nardone, the last chief executive of Miteni, who was convicted of environmental pollution and financial misreporting at the recent court case and given six years and four months in jail. Per a ex-supervisor requesting confidentiality, Nardone was taking business trips to India prior to the firm’s collapse.
While Laxmi bought Miteni’s assets in June 2019, the environmental assessment report for the construction of the plant in Lote shows that in March 2018 the company was already intending to commence manufacturing fluorinated compounds matching Miteni’s product list. Laxmi Organic Industries did not respond to requests for comment.
Strategic Expansion
By 2021, Laxmi’s strategy explicitly spelled out the objective to “capture [the] market share of Miteni” and become a leader in the manufacturing of Pfas and fluorochemicals. Shipping records show that, to get approval on the quality of the chemicals, in 2024 Laxmi began distributing test batches to companies with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.
Since early 2025, Laxmi’s location in Lote Parshuram has been completely active, producing chemicals that will be utilized for pesticides, medicines, colorants, beauty products and other products.
Regulatory Context
Investigations demonstrate that levels of forever chemicals in the ecosystem are worryingly elevated, particularly around manufacturing facilities. But even though global focus is increasing, in India the matter is not on the political agenda yet.
“Examining the rules, [Pfas] is absent in those standards. It’s not recognised by the Indian government currently,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Autonomous study teams across India have performed research in different states. But this work are restricted in range, and there are still only a handful.”
Regional Consequences
Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram manufacturing zone “has a poor ecological history”. After it was established in 1986, “the livelihood of fishing populations in this area completely collapsed,” she said.
The industrial area is served by a centralised wastewater treatment plant that has been frequently criticized.
“The local villages have consistently reported that it’s not working properly,” said Dandekar. “When there is no electricity, a common occurrence in rural Maharashtra state, the plant fails to operate and factories discharge polluted water straight into the waterways.” Environmental authorities have sent multiple notices to the plant in the past few years.
International Ramifications
In the EU, the European Chemical Agency is reviewing a proposal to ban the manufacture, import and use of more than 10,000 persistent compounds. This attention may be pushing the sector to the global south, per Claudia Marcolungo, a professor of environmental law at the academic institution. “I believe that this matter should be examined, because the fact that Miteni’s operations, intellectual assets and equipment have been transferred to a nation like India should prompt consideration, at the very least, on the influence that these multinationals have to relocate in countries where there is clearly a race to the bottom in terms of environmental protection.”
Ongoing Risks
Miteni has closed down, but the firm’s harmful impact lives on – at the contaminated site in Vicenza, and in Lote. The medical effects associated with Pfas production are expected to impact populations that are facing an unsafe environment for generations.
“The area has seen enough ecological damage already,” says Dandekar. “If more dangerous companies move in, it’s perpetually concerning.”
