Ukrainian President Volodymyr Zelensky Asserts He Lacks Explicit Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have failed to provide solid assurances that they will defend Ukraine in the event of a future Russian attack.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, full security guarantees have not been agreed. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said a significant number of soldiers may be deployed.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.

"But as long as we lack such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
